PEF- What does that stand for?

Approximately 85,000 converts came to Utah with the help of the Perpetual Emigration Fund (PEF). This fund was set up so that those who borrowed money from the fund would repay that amount once they had settled in Utah.

We have a similar program today, designed after the Perpetual Emigration Fund; it is called the Perpetual Education Fund (also PEF: look on your tithing slips). It works in the same way, but instead of helping Saints migrate to Utah, it is intended to help Saints educate themselves to better the communities in which they already live.
